DESCRIPTION
This module is offered in semester 2 and is linked with Policy Development and Evaluation Part 1 taught in the first semester.
An overview is reiterated from the PD1 module - to ensure students understand the interaction between policy, research, strategy, implementation and evaluation. The emphasis of this module relates policy development and research to strategic planning and evaluation, with a particular focus on developing critical and evaluative skills in housing practice.
The module develops an appreciation of housing policy (developed in the previous semester in PD1) to the application and evaluation of strategic planning in housing and the impacts of national and local strategies on social and economic environments. The examples used throughout the module will illustrate the role of housing strategy, the realities and issues confronting housing practitioners and communities in relation to broader social policy.
Evaluation techniques using of a number of strategic housing documents will be offered, leading students to (1) devise their own strategic plan in response to a given brief developed by peer groups and (2) write an evaluation report. An associated site visit may be included (London) where students can discuss the outworking of strategic planning in housing. Guest housing strategists and evaluators will also offer students insight into the broader development and evaluation of housing strategies at a national and local level. Evaluation of policy will also be included to complete the policy- strategy - evaluation cycle.
